The original Environmental Assessment for the San Rafael Desert Travel Management Plan was published by the BLM in August 2020. The BLM Decision Record for Reconsideration of Routes as Required by the 2022 Settlement Agreement was published on October 22, 2023.

After appealing to the IBLA, the State of Utah filed for Declaratory and Injunctive Relief with Federal District Court for the District of Utah.
