Purpose of this Notice

The Utah Public Lands Policy Lands Policy Coordinating Office (PLPCO)  is committed to protecting your privacy. This notice explains our general privacy practices and how we handle your personal data. We may provide more specific notices on forms or other webpages where we collect your data.

What We Collect and Why

We only collect personal data on our website as allowed by law and to fulfill our core mission of managing Utah’s natural resources. We may collect information from you when you visit our website, apply for a permit, or interact with us. We manage our data per the record series detailed here. Depending on the service you're using, this information may include:

  • Names and Contact Information: First and last names, mailing addresses, date of birth, email addresses, and phone numbers.
  • License Information: Details related to applications or archeological permits (Record Series 31376) .
  • Employment Information: Data related to job or volunteer applications.

How We Collect Website Tracking Data

We use tracking technology to improve your experience and to help us understand how people use our site.

Google Analytics 4 (GA4) is used to analyze website traffic, troubleshoot technical issues, and enhance our service. GA4 does not collect personally identifiable information (PII). You control the data your browser shares through your browser privacy settings Google Account's “Data & Privacy” settings. Analytics data is handled in accordance with record series 30837.

Website visitors may choose to share survey feedback in short (even one-question) surveys as part of the Customer Experience initiative. When you choose to respond, the information you submit is recorded with select browsing information, including, for example, the page you were on, the pages you had visited before submitting, and the browser and device you were using. Non-PII data is handled in accordance with record series 30837.

Some customers choose to submit personal information when requesting support through a survey. Any personally identifiable information collected in this form or survey is handled per record series 30838

PLPCO promotes public education campaigns and utilizes third party software to determine the efficiency of individual initiatives. PLPCO does share tracked data with a 3rd party public relations and communication company in accordance with established contracts approved by the Utah Division of State Purchasing and retains data recorded in accordance with Record Series 31377. Data tracked may be used for reporting purposes to the Utah Legislature, but it is not sold under any circumstances. 

Protection of Personal Data

We work hard to protect your personal data through technical and administrative safeguards. Our employees are trained on privacy and security policies, and we require our service providers to protect your data. If a data breach occurs, we will notify you as required by law.

We do not sell your personal data.

Sharing Personal Data

We only share personal data when allowed by law. We may share data with service providers and partners (like other government agencies) who are obligated to protect your data. We may also share data if legally required to do so.

Privacy Notice related to R.S. 2477 Depositions

PLPCO works hand-in-hand with the Public Lands Section of the Office of the Attorney General for R.S. 2477 witnesses depositions (Record Series 23667). 

The following is the notice given to potential witnesses during that process:

  • The type of personal data the Public Lands Section gathers from the public relates to depositions of third-party fact witnesses for the State’s R.S. 2477 litigation. Personal data collected during depositions includes full names, dates of birth, home and mailing addresses, and full names of certain family members or other associates. Occasionally, personal data collected may include employment records (which we are required by the court to provide if the witness worked for a county road department or UDOT); on rare occasions it may include information (biographical, medical, etc.) related to “downwinder” or other similar claims. 
  • The Public Lands Section do not share, sell, or purchase any personal data related to witness depositions.
  • Practices are taken by PLPCO and the Public Lands Section to protect the privacy of personal data include redacting personal identifiers from all deposition transcripts prior to entering them into evidence.
  • If a witness is not willing to allow for the collection of this information, the deposition may not proceed and testimony may not be taken. 

Your Privacy Rights

Under Utah law, you have the right to:

  • Request access to records that contain your personal data.
  • Request a correction if our records contain inaccurate personal data.
  • File a complaint with the Data Privacy Ombudsperson at privacyombudsperson@utah.gov.
  • For at-risk employees, request that our records containing your personal data be classified as private.
